Census 2020 Structure & Coordination

Census Structure

The National Statistical Office (NSO) under the National Statistical Services Act (1981) maintains the role as the central executing agency for the conduct of censuses with the support provided by appropriate line agencies towards the coordination and execution of various components of operations.

Due to the magnitude of the census operation, a separate census organization is set up within the main structure of NSO, drawing from the bulk of its resources from the existing workforce in the Population and Social Statistics Division (PSSD).

Under the overall guidance of the National Statistician, the Census director is appointed as the Administrative head of the Census Project who will direct and oversee the entire coordination and execution of the project in all phases of the operations.

NSO has a pool of both experienced and skilled national officers’ available who would become the nucleus of the 2020 census organization. The 2020 census project structure has been developed and was approved by the National Census Steering Committee.

Census coordination

The interagency cooperation and assistance in all aspects of census is very important. A number of important census committees viz.; (a) National Census Steering Committee (b) User’s Advisory Committee (c) Census Planning and Monitoring Committee, Publicity, Logistics and Security Subcommittees have been activated to work with NSO in coordination and execution of census activities at various stages of the operation.

Assisting these committees will be the sub-committees who are entrusted with the task of coordinating specific tasks as publicity, logistics and security.

NSO will facilitate for the appointments of Provincial Census Coordinators (PCC) with the respective Provincial Administrations. The PCCs will be responsible to coordinate all census activities in the provinces.

Role of Census Coordination Committees

The success of the census depends on many factors among which support provided to NSO in coordination and implementation remain a very crucial factor. Activating appropriate committees will alleviate the census coordination moving forward.

National Census Steering Committee

This is a highly powered committee with the members comprising of all the heads of the relevant departments, statutory organizations, other line agencies and non-government organizations.

The committee will have quarterly meetings in a year under the chairperson of the Head of Department responsible for the Census Project. The main role of the committee is to ensure NSO gets all necessary support it needs in the areas of census coordination and management, logistics and security, transportation, resources and funds. It is expected similar committees will be formed at the provincial level.

Census Planning and Monitoring Committee

This is a highly powered committee with the members comprising of all the heads of the relevant departments, statutory organizations, other line agencies and non-government organizations.

The committee will have quarterly meetings in a year under the chairperson of the Head of Department responsible for the Census Project. The main role of the committee is to ensure NSO gets all necessary support it needs in the areas of census coordination and management, logistics and security, transportation, resources and funds. It is expected similar committees will be formed at the provincial level.

Users Advisory Committee

The role of this committee is to assist NSO to look into various census topics that users would propose for inclusion in the questionnaire providing general guidelines and justification for inclusion and exclusion of topics from a user’s perspective.

The views and recommendations from users will help guide NSO to develop a more balanced questionnaire that would be based on collective views of users. The committee members comprise of the following organizations; National Statistical Office, Department of National Planning and Monitoring, Department of Health, National Research Institute, Department of Agriculture and Livestock, Department of Education, Department of Community Development, University of PNG, Department of Provincial and Local Level Government, Churches and NGOs and Provincial Administrations.

Publicity Sub-Committee

This subcommittee is responsible for the coordinating the nationwide census awareness and publicity campaign during the entire duration of the census. The committee will work closely with the publicity section of the census organization which will be responsible for developing all relevant publicity materials for the census.

The following organizations have been identified as members of this sub-committee; National Statistical Office, Department of Education, National Broadcasting Cooperation, Post and Telecommunication, Post-Courier, The National, Christian Media Network, EM TV and Provincial Administrations.

Logistics and Security Subcommittee

This subcommittee is responsible for preparing Operational Plan on the large scale recruitment of casual staff, transportation and logistics, providing necessary administrative support and the maintenance of security during the period of census operation.

The committee members comprise of the following department and agencies; National Statistical Office, Department of National Planning and Monitoring, Department of Treasury, Department of Finance, Department of Health, Department of Education, Department of Provincial and Local Level Government, Department of Transport, Royal Police Constabulary, Correctional Services, PNG Defence Force, Post PNG, Air Niugini, Churches and NGOs.
